In 1796 Coulson Wallop (age 21) was elected MP Andover which seat he held until 1802.

On 05 Aug 1800 John King reported to William Pitt that Coulson Wallop (age 25) was ... little better than an idiot, in addition to which he has spent all his money, and his [his mother] mother (age 58) does not think him a proper person to continue to represent [Andover]. At the same time she is anxious to obtain some provision for him (to the extent of about £400 per annum) and provided I can be the means of effecting this, I am to be considered as the family Member.

In 1803 Coulson Wallop (age 28) was detained at Verdun when war broke out. In Feb 1805 he was removed to the the fortress of Bitche for having an affair with the wife of another English detainee
